Declarative: A state with no name do not produce any effect

A state without any name property should either work out of the box or this property should be mandatory and give an error if absent.

I guess that the first reflex of the developer when his state has no effect is to stare at the "when" property.
I think that there should be some feedback to the developer to prevent him loosing his time.
