[spike] Integrity C++20 support

This ticket exists to discuss the current and future planned state of C++20 in the Integrity toolchain. We're thinking about requiring C++20 for Qt 6.6, so we need to know whether the GHS compiler will be up to the task, and/or what subset it's reasonable to expect it to support.
