Clarify behavior of modifiers in shortcut handling

Different platforms have different behaviors when it comes to which keyboard modifiers are considered relevant when evaluating key input against registered shortcuts. The current implementation in Qt has grown into its current state without taking these platform differences into account. We should investigate how we can align Qt with the platform behavior, while still allowing application developers to restrict the matching further.
