Qt clients don't respect Wayland surface frame callbacks

    Description

      I am developing a Wayland compositor and realized that Qt client surfaces keep rendering new frames even if they don't receive frame callbacks events from the compositor. The idea of the frame callbacks is that the compositor can decide when surfaces should or not update its content, for example when they are minimized or completely hidden behind opaque surfaces there is no reason to send frame callbacks.

      I hope this could be fixed for efficiency's sake,
