Update CBOR documentation to match STD 94 / RFC 8949

    Description

      RFC 8949 obsoletes RFC 7049, which we are based upon. Changes are listed in Appendix G. Most of the changes are expected to be in terminology ("canonical" vs "well-formed" and "deterministic encoding"), but need to review if the sorting order in a map is changed.

      Don't forget to update cbor.qdoc
