      This was working in 5.15 (draggableButton.qml an old expt on my system):

ApplicationWindow {
    visible: true
    width: 200; height: 200

        id: draggableCB
        anchors.right: parent.right
        text: "draggable"
        checked: true
    }

    Button {
        text: "Drag me"

        DragHandler { enabled: draggableCB.checked }
    }
}
