REG 4.7: The "Edit Widget" button is not in toolbar

Test case
1) start regedit and remove the key
HKEY_CURRENT_USER\Software\Trolltech\Designer
2) start designer, and create a new form empty form

It was noted that that "Edit Widget" tool button is missing from default toolbar; whilst this could be fix in by updating designer's preferences it is not ideal.
