QtVirtualKeyboard does not popup on static builds

    Description

      Testing 6.4.0 with the basic qtvirtualkeyboard examples. The keyboard fails to popup.

      Shared library Desktop mac popup works fine, but a static desktop build fails to popup. This is working in Qt 5.15, so is a regression.
