      Since fixing QTBUG-104972 and QTBUG-106542, we no longer allocate a buffer larger than the input, in anticipation of incompressible input, at least not for larger inputs, but reviewers requested that the output buffer growth do less reallocations than it does now.

      Agree on a output buffer sizing strategy, then implement it.
