Effect maker: Effect does not include parent items automatically

When using effects that need other effect elements, they are not added to the project automatically.

At least 100% repro with DropShadow effect. It requires BlurHelper but it is not allocated and avg. user does not find where that element is. Effect maker should add the required elements to the project automatically.
