Add NO_LUPDATE option to qt_add_translations function

    Description

      When there are multiple targets and the translations should only be added to the executable, but might have been translated already in previous targets (such as a library) then it would be good to skip the lupdate step for existing translations. So a NO_LUPDATE option could be added to the qt_add_translations function to indicate this.
