top-level build: automoc broken yet again in 6.4 branch (depending on moc before it's built)

    Description

      In my empty shadow build dir:

      $ ../qt-stabilizing/configure -developer-build -debug -no-optimize-debug -no-tslib -no-pch -nomake examples
...
-- Configuring done
CMake Error: AUTOMOC for target testCppTypesplugin: The "moc" executable "/home/rutledge/dev/qt-stabilizing-dbg/qtbase/libexec/moc" does not exist.
CMake Generate step failed.  Build files cannot be regenerated correctly.
CMake Error at /home/rutledge/dev/qt-stabilizing/qtbase/cmake/QtProcessConfigureArgs.cmake:965 (message):
  CMake exited with code 1.

      This has happened several times, e.g. QTBUG-94085 QTBUG-102644

      testCppTypesplugin is in tests/auto/qml/debugger/qv4debugger/CMakeLists.txt
