Android CI builds broken in Qt 6.4.1.

The Android Qt packages defined in Updates.xml:

have changed since Qt 6.4.0:
https://download.qt.io/online/qtsdkrepository/linux_x64/android/qt6_640_arm64_v8a/Updates.xml
in a way that has broken all Github actions builds of Android Qt apps:

This issue is technically a duplicate of QTQAINFRA-5301, but it is here to get sure, that the Qt people really know what has happened and that it really is the desired outcome to have such huge regressions between minor Qt versions. In other words to get sure that it is an intention to break all Github action builds with the latest Qt version (from the technical point of view this makes no sense, but there may be of course some "corporate strategy" reasons behind it).
