Drag pixmaps should be partically transparent on platforms that support it

    Description

      On Mac, the pixmap used when dragging items is partially transparent. On Windows and X11, the pixmap is opaque.

      It would be nice if partially transparent pixmaps were used on all platforms that support it, including Windows and X11 systems with composition managers.
