tst_qalgorithms should not create unique datatags when testing

      Example of non-unique data tags of tst_qalgorithms:

      • popCount32(0xde4ae47c)
      • popCount64(0x26985540dae12525)
      • countTrailing64(0x3bf11b7519486000)
      • countLeading64(0x00000000009eeec3)
      • serverAddress(WithoutProxy:fe80::a028:eff:fecd:260a%vethe26fe45)

      These randomized data tags are bloating the testresults database and are causing difficulties with indexing all different tests.
