[Windows] Add support for linking against ICU shipped with Windows SDK

    Description

      Windows is shipping ICU as a system component starting from Windows 10 1703, and 1703 is below the minimum supported version of Qt 6, which is 1809. If Qt can make use of the system ICU on Windows, Qt can enable more features relying on ICU but doesn't increase the final package size for distribution, I think this is a very good way to go.
