Add a zoomFactorChanged signal

    Description

      There is currently no way to tell when the zoom factor in a WebEngine is changed by CTRL-Scrolling.  I would like to display the current zoom factor on the screen.  Would it be possible to create a `zoomFactorChanged` signal that is fired whenever the zoom factor changes, including when it is changed by CTRL-Scrolling?
