translations files are installed even when component is not build

      When configuring this is the outcome:

      Qt Tools: 
 Qt Assistant ........................... no 
 QDoc ................................... no 
 Clang-based lupdate parser ............. no 
 Qt Designer ............................ no

      But I also see this:

      -- Installing: /tmp/e2/root/opt/emlix/test/sysroot/usr/share/qt6/translations/assistant_zh_CN.qm 
-- Installing: /tmp/e2/root/opt/emlix/test/sysroot/usr/share/qt6/translations/assistant_zh_TW.qm 
-- Installing: /tmp/e2/root/opt/emlix/test/sysroot/usr/share/qt6/translations/designer_ar.qm 
-- Installing: /tmp/e2/root/opt/emlix/test/sysroot/usr/share/qt6/translations/designer_bg.qm

      This is not limited to the tools mentioned above, e.g. the qtwebengine translation files are also installed even when building without qtwebengine.
