Make Qt Insight Tracker library for all users

Make Qt Insight Tracker library (commercial-only) available for both open-source and commercial Qt users. This was decided by Tuukka Turunen, Kimmo Leppälä, Tapio Haantie, and Tino Pyssysalo on March 9, 2023. The reasoning behind is to make the component easily accessible for anyone.

The description should contain the following text (in addition to the existing text): Qt Tracker library is a commercial-only component, but the Qt Insight license allows using this component with open-source Qt, if it is used together with the Qt Insight service.
