QIBASE driver support for Firebird 4.x time zones

    Description

      Since Firebird version 4.0 firebird has time zone support.

      It would be great if the ibase driver would support TIMESTAMP WITH TIME ZONE for storing QDateTime.

      TIME WITH TIME ZONE probably makes no sense, as QTime knows nothing about time zones.
