Add support for OpenSSL 3.x in Qt 5.12 LTS

      We use  5.12 LTS, whereas OpenSSL 1.1.1 support will end in Nov 2023. Since there are no announced plans to add support for OpenSSL 3.x in Qt 5.12 LTS, the security of applications developed using 5.12 will be severely affected since they would have to rely on unsupported openssl 1.1.1 library after Nov 2023.

      Therefore, please add support for OpenSSL 3.x in Qt 5.12 LTS, so we can promptly switch to FIPS compliant security library.
