Incorrect acquisition of keyboardModifiers when dragging across processes

    Description

      Hold down Alt and drag across processes. When you drop, the correct ControlModifier can be obtained under x11, but the incorrect one can be obtained under wayland.

      I tested this problem at both kde and deepin.
