libQt6Pdf.so is always built with an embedded copy of libpng

      WebEngine is supposed to check for the presence of libpng during build and use the system version on Linux if it is available. This works correctly for libQt6WebEngineCore.so but not libQt6Pdf.so due to some missing plumbing.
