Cannot send keys that need modifiers

    Description

      To reproduce, run attached example and also run some other application inside the compositor that has a text field.

      The compositor tries to send keys, which seems to work for all keys without modifiers, but no key with modifiers goes through. It prints this message:

      Can't send Wayland key event: Unable to get a valid scan code
