[REG: 5.9->5.15] QMenu with icons behaves differently with padding in stylesheet

When background-color is set, it also clears any padding from the item. In the past this could be worked around by explicitly adding padding through stylesheet also.

However, now it is not working anymore. If padding is set, it is put between the icon and the text.

To reproduce, try previewing attached .ui file in Designer and open the file menu.
