    Description

      Conformance test requires conformance_test_runner from the reference protobuf implementation. The tool is not present in any installation packages and is not distributed as the part of the reference protobuf set. We need to build the tool and copy it manually when building protobuf in provisioning and enable conformance test build and run in CI.
