Incorrect IANA ID detected for Windows timezone La Paz, Mazatlan

    Description

      When called on a Windows machine with the (UTC-07:00) La Paz, Mazatlan timezone, systemTimezoneId() returns IANA ID America/Chihuahua.

      This is incorrect now as America/Chihuahua is now permanantly UTC-06:00 (since 2022/October).
