Out of scope comments are not added to size when rescaling

The attached video should explain the issue.

Basically when a long comment is out of scope and the window is resized there won't be a horizontal scrollbar even though it is needed, because the out of scope comment isn't fitting. When then scrolling up so the comment comes into the scope the horizontal scrollbar suddenly appears.
