Windows FFmpeg Memory leak on IvyBridge Intel GPU

    Description

      I can see some issues about FFmpeg memory leak but those are specifically about AMD but It happens to my with an Intel \ NVIDIA GPU so decided to make a new one.
      Also, I can confirm this just happens on x264 codec. (couldn't reproduce with x265 and webm)
      You can see in the attached file hard disk will be filled so fast because after whole free Memory getting used it starts to swapping.
