Updated FTDI driver causes issues with QtSerialPort

    Description

      As of 02/16/2023 Windows released an updated driver for their FTDI serial cable to 2.14.1.8. This causes the qtserialport library to behave in an odd way.  Specifically, using the default serial terminal example that comes with the QtSerialPort library, data will show up once and then not again despite being sent by the device repeatedly.  Downgrading the driver back to 2.12.36.4 results in normal operation of QtSerialPort.  Confirmed that the issue is with the qtserialport library by switching over to 3rd party software such as Realterm, XCTU, etc and the serial port has no issue.
