Add static Latin1 Boyer-Moore searcher for Green Hills Compilers as well

      The static Latin1 Boyer-Moore searcher added in https://codereview.qt-project.org/c/qt/qtbase/+/426276 does not compile for the Integrity OS on COIN, which uses Green Hills Compilers. The class is therefore ifdefed out in the header file for Green Hills Compilers. Replace the compiler check with a compiler version check when the compiler in COIN is updated to handle this class.
