qmake2cmake cannot decode non-English characters on Windows

    Description

      qmake2cmake fails to decode project files containing Unicode characters on Windows. A sample file and console output are attached.

      Command:
      {{ qmake2cmake.exe QmakeUtfTest.pro --min-qt-version 6.2}}
