Vulkan instance validation error on Raspberry Pi 4

    Description

      The instance level version is 1.2.162 on the current Debian 11-based Raspberry Pi OS. Here setting a non-zero flags value in VkInstanceCreateInfo gives a validation message. We now set the VK_INSTANCE_CREATE_ENUMERATE_PORTABILITY_BIT_KHR by default to play nice with 1.3.216 and newer (and to keep MoltenVK working). Still need a version check probably.
