Option+enter to reveal IME pop-up doesn't work for Korean/WebEngine

    Description

      To reproduce, open the markdown editor sample app, and type `<input>` into the left side.

      Then add the Korean>GongjinCheong Romaja keyboard to macOS, and switch to it.

      In the left side, type 'hanja', and press option+enter. Observe that a pop-up appears that lets you select the transformation.

      Try again on the right side, in the input box. Observe that option+enter doesn't do anything.
