Use CMake's file(GET_RUNTIME_DEPENDENCIES) for deployment on Windows and macOS. We're already using it on Linux.

This gives us

unified behavior across platforms
fixes for bugs like ~~QTBUG-117948~~, ~~QTBUG-111741~~

relates to

QTBUG-117948 qt_generate_deploy_qml_app_script() deploys QML plugin target but not the corresponding backing target
