qdoc: Generate \internal documentation correctly when --showinternal is set

    Description

      The build system currently doesn't provide a way to pass a --showinternal command line argument to qdoc, so the feature has not seen much use. Internally, qdoc is not very consistent in taking that option into account, often dropping elements marked internal from the output even when --showinternal is set.
