QWebEngineView in QScrollArea is not scrollable

    Description

      QWebEngineView in QScrollArea is not scrollable with mouse wheel. If mouse is outside of QWebEnngineview then it works. 

      Attached example reproduces this. This is same code from QTBUG-81322 which was fixed for Qt5.15

      In the example if mouse is in Green QLabel then it works but when it is in web engine view this does not.
