Horizontal scrolling with alt+scroll does not work on Wayland

    Description

      On x11, it is possible to alt-scroll in any scrollable and it will swap the scroll direction to horizontal. This does not work on Wayland. As far as I can tell, the problem is that nobody implemented it, rather than something being broken.

      This specifically does not work on at least Okular 23.08.2 and Kate 23.08.2, where it does work on X11.
