Description:

The way options in settings are scrolling causes some issues for smaller windows. 

-It makes it hard to go to audio tracks, video tracks or subtitles

-For subtitles: languages that require to slide to be seen are very hard to select (this is an issue only sliding is required)

Steps to reproduce:

1.Open a file in multimedia having several subtitles options (see file attached)

2. Go into settings, and scroll down, using the mousewheel to subtitles.

3. Try and select Chinese for the subtitles.

Expected behavior:

Should slide the options without a rubberband effect..

Observed behavior:

The slided part constantly goes back to its original state. Making it almost impossible to select some languages.

Special notes:

This issue occurs only with the mousewheel.
