Validate source packages have correct agreements (and e.g. not some old v 1.2 enterprise agreements)

      We (e0101981) noticed that Qt Creator source packages have over 10 year old LIcense Agreements included, but none of the newer ones.

      This bug is to go through all source packages (not just Qt Creator) and make sure if they have LIcense Agreements, they are up to date, or rather, point to www.qt.io/terms-conditions to refer to the latest one.
