Android: accessibility does not work on child windows

    Description

      Accessibility doesn't seem to be working on child windows properly. Currently we only create one accessibility delegate, in the activity delegate, and that one uses the layout of the top window. Can it handle events for child windows correctly?

      For testing, accessibility needs to be enabled on the device, and an app like Google talkback needs to be installed.
