Qt::ItemIsDropEnabled ignored in dragDropMode QAbstractItemView::InternalMove

      when you have a QTreeWidget that looks like this:

      dragDropMode is QAbstractItemView::InternalMove
      and all items miss the flag Qt::ItemIsDropEnabled
      items can still be used as drop targets:
      e.g. dropping Row 2 at Row 1:
