[Virtual Keyboard] Inconsistent cursor changes in the application

When the keyboard is closed, selecting any text field changes the cursor to 'text select' cursor but when the keyboard is open, selecting any text field doesn't change the cursor to 'text select' cursor

Steps to reproduce:

1. Run the Virtual Keyboard
2. Select any text field and type something
3. Select another text field
4. Click outside any text field
5. Select a text field

Actual Result:

When Step 2 and and step 5 happen, only then cursor is changed else it is not.

Expected Result:

Cursor is changed to 'text select' cursor anytime a text field is selected
