Selection handles toolbar could not be closed in TextField or TextInput

Device: Samsung Galaxy S22 13.0, Pixel 3a 12.0

Steps to reproduce:

1. Run the attached sample code on the Android device
2. Long press on the text to open the selection handles toolbar
3. When it appears try to close it by tapping outside of the toolbar.

Expected: The toolbar should disappear when the user taps outside of it.

Actual: The toolbar does not disappear and it's difficult to close it. It does not happen with TextArea.
