Provide a doc page that explains how to set CMake variables, properties via command line and IDEs

      Our reference documentation lists various target properties, cmake cache variables, project variables, deploy variables.
      Some of them have snippets on how to assign them within the project, but not via the command line or IDEs like Qt Creator or ccmake or cmake-gui.

      We should have a separate page that describes how to do that, and link to it from every single variable / property doc page.
