Use html for formatted documentation

      We currently strip all html tags from the documentation and send the documentation as plain text.

      We don't necessarily strip html if the lsp client actually enabled marked down rendering. In general, it is disabled by default for security concerns but one can configure thier IDE Markdown rendering on. For those cases, if markdown is enabled, we should?can show documentation in formatted way.
