Harden provisioning for Qt Multimedia

    Description

      Provisioning for Qt Multimedia is fragile because it may require access to resources on internet. In particular, installing msys2 requires internet access to download necessary dependencies. This can stop provisioning if online resources are not available, as described in QTBUG-122465.

      We should review how we provision CI nodes for Qt Multimedia and see if there are more packages that have the same weakness.
