Failed DCHECK in v8 when watching livestream

    Description

      On current dev with proprietary codecs, navigating to twitch.tv, opening up any stream's page and then waiting for a few seconds causes a DCHECK fail that crashes the render process. The console output is this, followed by a stack trace:
