[Windows] Accessible.ignored does not change a11y behavior

      When setting Accessible.ignored to false on Windows the screen reader can still navigate to the ignored item.

      The problem has to be located in either the Qt Windows UIA interface or the screen reader itself, as macOS VoiceOver respects the Accessible.ignored setting with the same QML files. See attached example.
