Make syncqt scan for and reject #pragma once

    Description

      We have (https://lists.qt-project.org/pipermail/development/2022-October/043121.html) disallowed #pragma once in installed headers for some time now, but nothing enforced this. Since all installed Qt headers are scanned by syncqt, it makes sense to let syncqt do that job.
